Daily 66 - Three's even better :)

Three questions today in 3 levels of difficulty ( Sappa, Aiyo! and Vada Pochey!)

1) The Sappa one:

Concept by whom for what?

2) Now I'm making this tougher than required. Nonetheless if you peer through the existing clues all over it, its as good as done. Id the book, author and why I'm making such a big deal out of this.

**2.1) This was a really interesting piece of information I came across recently. Logical thinking would suffice for this with a bit of historical knowledge.
Question: There has, for some time, been an issue in Mr. Ban Ki Moon's country (not the Nuke crisis) about demands from various quarters to replace the "K" in the country's name with a "C" as they had before a long time ago. Why all this hullabaloo ?

3) The tough-nut-to-crack now. (Quite easily workable actually). The image "A" shows the remains of a monument built in a very famous ancient city, "B" being the graphical reconstruction of how it would have been during those days. Now the structure is the reason a widely used English phrase arose. Other modern day examples of similar structures are found in other cities shown below it. Id the monument, its purpose and the phrase that it gave birth to.
